Professor Pegels was, born in a suburb of Rotterdam and emigrated to Canada at age 16 with his family. He received his advanced education in the United States, culminating in a Ph.D. from Purdue University in Industrial Management in 1966. He has always been interested in history, and especially Dutch American history, but did not pursue it until his retirement from Academia in 2005. He is currently Professor Emeritus, University at Buffalo, State University of New York.
